Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with
reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the
public is advised of the new allocation(s)/ amendment(s) to the funding of the City program(s) as indicated below: * t
1. Discuss and proposed resolution amending and supplementing Resolution No. R-19-0111 adopted by the City
Commission on March 14, 2019, which authorized the City Manager, the City Attorney, and Bond Counsel to take any
and all steps necessary to validate the approved and expected future expenditures of not to exceed One Hundred
Million dollars ($100,000,00.00) of aggregate principal total amount of the affordable housing and economic
development portion of the Miami Forever Bonds ("Miami Forever Affordable Housing and Economic Development
Bonds") in order to reflect the changes to four (4) of the program type Standard Operating Procedures ("SOP") for the
Affordable Homeownership Strategy, Affordable New Construction Rental Strategy, Affordable Workforce New Rental
Strategy, and Homeownership Preservation Strategy.
2. Discuss and proposed resolution authorizing an increase in the limit of the Mortgage Assistance Program ("MAP"')
from $6,000.00 to $10,000.00 to better reflect the average deliquent mortgage.
3. Discuss and proposed resolution authorizing increasing the limit on the Eviction Prevention Program ("EPP") funds
from $3,500.00 to $7,000.00 to assist low and moderate -income residents with loss or reduction in income, facing
eviction due to unpaid rent, as a result of the Coronavirus pandemic (Covid-19).
The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/
amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
t t This item(s) will be available for public comment and review for a period of no less than 5 days. The review and comment period
begin, Friday, September 18, 2020 and ends Wednesday, September 23, 2020. The proposed funding recommendation(s)/
amendment(s) will be presented to City Commission for approval on Thursday, September 24, 2020 (Virtual Public Hearing) as
authorized by HUD.
