Background of Item: On July 23, 2020, pursuant to Resolution No. 20-0236, the Miami City Commission approved the de -appropriation of funds in the total amount of $306,000.00 from the Emergency Housing Relocation program and re -appropriated said funds to create the Eviction Prevention program. The EPP guidelines restricted not to exceed $3,500.00 in assistance with rental arrears per household. Of all the applications received and processed, the average from household fallen behind on rent was around $7,000.00. The City Administration recommends increasing the limit on the Eviction Prevention program funds from $3,500.00 to $7,000.00 to provide financial assistance to low and moderate -income residents, facing eviction due to unpaid rent, as a result of the Coronavirus pandemic (Covid-19). WHEREAS, on July 23, 2020, pursuant to Resolution No. R-20-0236, the Miami City Commission approved the de -appropriation of funds in the total amount of $306,000.00 from the Emergency Housing Relocation Program and re -appropriated said funds to create the Eviction Prevention Program ("EPP"); and WHEREAS, the EPP guidelines require that the maximum assistance per household not exceed $3,500.00 to assist with rental arrears; and WHEREAS, of the applications that the City of Miami ("City") has received and processed, the average amount of rental arrears per household is approximately $7,000.00; and WHEREAS, the City's Administration recommends increasing the limit per household for EPP funds from $3,500.00 to $7,000.00 to provide financial assistance to low- and moderate - income residents facing eviction due to unpaid rent as a result of the Novel Coronavirus ("COVID-19") pandemic; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Increasing the limit on the EPP funds from $3,500.00 to $7,000.00 per household to provide financial assistance to low- and moderate -income residents who are facing eviction due to unpaid rent as a result of the COVID-19 pandemic is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. of such funds for said purpose.
