HomeMy WebLinkAboutR-20-0257City of Miami 1 i.RR .I Legislation alldl 1lm Resolution: R-20-0257 File Number: 7815 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 9/10/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL NECESSARY STEPS TO PLAN AND DEVELOP, IN THE BEST INTEREST OF THE PUBLIC HEALTH, SAFETY, MORALS, AND WELFARE OF THE RESIDENTS OF THE CITY OF MIAMI, ANY NECESSARY IMPLEMENTATION TOOLS, POLICIES, AND REGULATIONS FOR THE WEST GROVE AFFORDABLE HOUSING BLUEPRINT FOR PRESENTATION TO THE CITY COMMISSION WITHIN ONE HUNDRED EIGHTY (180) DAYS OF THE EFFECTIVE DATE OF THIS RESOLUTION FOR CONSIDERATION AND FURTHER ACTION BY THE CITY COMMISSION; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING BUT NOT LIMITED TO ANY REZONING APPLICATION(S) OR EXERCISE WITH A CONCENTRATION ON AFFORDABLE HOUSING, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSES. SPONSOR(S): Commissioner Ken Russell WHEREAS, the neighborhood commonly referred to as the "West Grove" is a historically Bahamian neighborhood, an approximately sixty-five (65) block, half -square -mile section of Coconut Grove within the City of Miami ("City"); and WHEREAS, the West Grove has an eclectic and rich history and is known for its culture, architecture, arts, and festivals; and WHEREAS, the West Grove has been plagued by economic blight and a lack of affordable housing, which has resulted in the displacement of many longtime residents; and WHEREAS, the West Grove neighborhood has experienced changes in social and physical conditions in recent years, including aging infrastructure and housing stock; and WHEREAS, there is a need for a community -led planning process to proactively develop a plan for changes and growth in the West Grove neighborhood in a way that is inclusive of current residents in the community and that allows for additional housing affordable to a mix of income levels in a manner that embraces and enhances the unique identity and character of the neighborhood, which may include but is not limited to policies, rezonings, public benefits programs, regulations, and other tools ("West Grove Blueprint"); and WHEREAS, as the City Commission wishes to improve the zoning of the West Grove as a benefit to the neighborhood and existing residents and not as an impetus for displacement, a disparate impact study and an area income analysis will accompany this West Grove Blueprint to best understand the short and long term impacts of any zoning changes and in order to know what type of affordable housing is appropriate; City of Miami Page 1 of 2 File ID: 7815 (Revision: A) Printed On: 101112020 File ID: 7815 Enactment Number: R-20-0257 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission directs the City Manager to take any and all necessary steps to plan and develop in the best interest of the residents of the City any necessary implementation tools, policies, and regulations needed for the West Grove Blueprint for presentation to the City Commission within one hundred eighty (180) days of the effective date of this Resolution for consideration and further action by the City Commission. Section 3. The City Commission further authorizes' the City Manager to execute any and all necessary documents, including but not limited to rezoning application(s) or exercise with a concentration on affordable housing, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
