HomeMy WebLinkAboutR-20-0261City of Miami 1 i.RR .I Legislation alldl 1lm Resolution: R-20-0261 File Number: 7828 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 9/10/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADOPTING THE MIAMI—DADE COUNTY LOCAL MITIGATION STRATEGY ("LMS") DATED JULY 2020, ATTACHED AND INCORPORATED HEREIN AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER THROUGH THE DEPARTMENT OF FIRE —RESCUE, DIVISION OF EMERGENCY MANAGEMENT TO APPLY FOR, RECEIVE, EXPEND, AND SUB —AWARD MITIGATION GRANT PROJECT FUNDS UNDER VARIOUS STATE AND FEDERAL PROJECT FUNDING PROGRAMS UNDER THE PURVIEW OF THE LMS. WHEREAS, in 1998, the State of Florida ("State") funded an initiative to help communities develop local mitigation strategies to mitigate the effects of natural disasters and to identify sources of funds to address those needs; and WHEREAS, on March 31, 1998, the Miami -Dade County ("County") Board of County Commissioners adopted Resolution No. R-362-98 which approved the execution of a Hazards Mitigation Strategy Agreement with the State; and WHEREAS, this this action allowed the County, through the office of Emergency Management ("OEM"), to establish a working group to oversee the development of the the County's Local Mitigation Strategy ("LMS"); and WHEREAS, the LMS working group includes County Departments, state and federal agencies, colleges and universities, several municipalities including the City of Miami ("City"), and various other private and public entities; and WHEREAS, the purpose of the LMS is to develop a comprehensive approach to effectively reduce the impact of current and future hazards and risks faced by local communities within the County; and WHEREAS, the Federal Emergency Management Agency (TEMA"), which provides the majority of mitigation funding, and the State require that projects be listed in the County's LMS in order to be eligible and considered for funding under a variety of mitigation grant programs; and WHEREAS, on November 19, 2015, the City adopted Resolution No. R-15-0484 adopting the County's LMS for the 2015-2020 five-year cycle and authorizing the City Manager to apply for, receive, expend, and sub -award mitigation grant project funds; and WHEREAS, the State and FEMA require local governments to adopt an approved LMS every five (5) years in order to apply for, receive, expend, and sub -award grants funds under various mitigation grant funding project; and City of Miami Page 1 of 2 File ID: 7828 (Revision:) Printed On: 912112020 File ID: 7828 Enactment Number: R-20-0261 and WHEREAS, the County has updated the LMS plan for the 2020-2025 five-year cycle; WHEREAS, the City has one hundred six (106) projects in the updated LMS plan; and WHEREAS, the City desires its projects be included in the County's LMS and, therefore, wishes to adopt the updated County's LMS plan; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by referenced and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby adopts the County's LMS dated July 2020, attached and incorporated as Exhibit "A." Section 3. The City Manager is authorized,' through the Department of Fire -Rescue, Division of Emergency Management, to apply for, receive, expend, and sub -award mitigation grant project funds under various state and federal project funding programs under the purview of the LMS. Section 4. This Resolution shall become effective immediately upon its adoption.
