HomeMy WebLinkAboutPre-LegislationCity of Miami 1 i.RR .I Legislation alldl 1l+ Resolution: R-20-0137 File Number: 7399 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 4/30/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF SUPPLEMENTAL EMERGENCY SOLUTIONS GRANT ("ESG—CV") FUNDS IN THE AMOUNT OF $1,633,034 FOR FISCAL YEAR 2019-20, AS MORE PARTICULARLY SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO BE USED TO PREVENT, PREPARE FOR, AND RESPOND TO THE NOVEL CORONAVIRUS ("COVID- 19") PANDEMIC'S IMPACT ON INDIVIDUALS AND FAMILIES WHO ARE HOMELESS OR RECEIVING HOMELESS ASSISTANCE IN ORDER TO MITIGATE THE EFFECTS OF THE COVID-19 PANDEMIC; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS. SPONSOR(S): Mayor Francis X. Suarez, Commissioner Alex Diaz de la Portilla, Commissioner Ken Russell, Commissioner Joe Carollo, Commissioner Manolo Reyes WHEREAS, pursuant to Resolution No. 20-0123 adopted on April 23, 2020, the Miami City Commission approved the acceptance of $6,598,623.00, which included an amount of $1,633,034.00 in supplemental Emergency Solutions Grant ("ESG-CV") funds for Fiscal Year (TY") 2019-20, under the Coronavirus Aid, Relief and Economic Security ("CARES") Act; and WHEREAS, there is a need to allocate these funds in order for the City of Miami ("City") to prevent, prepare for, and respond to the Novel Coronavirus ("COVID-19") pandemic's impact on individuals and families who are homeless or receiving homeless assistance; and WHEREAS, these funds will also support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19; and WHEREAS, the City's Administration recommends the allocation of supplemental ESG- CV funds in the amount of $1,633,034.00 from the Department of Housing and Community Development to the agencies/departments specified in Exhibit "A," attached and incorporated, to be used to prevent, prepare for, and respond to the COVID-19 pandemic's impact on individuals and families who are homeless or receiving homeless assistance in order to mitigate the effects of the COVID-19 pandemic; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of supplemental ESG-CV funds in the amount of $1,633,034.00 City of Miami Page 1 of 2 File ID: 7399 (Revision:) Printed On: 7/27/2020 File ID: 7399 Enactment Number: R-20-0137 for FY 2019-20, as more particularly specified in Exhibit "A," attached and incorporated, to be used to prevent, prepare for, and respond to the COVID-19 pandemic's impact on individuals and families who are homeless or receiving homeless assistance in order to mitigate the effects of the COVID-19 pandemic is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, all in a form acceptable to the City Attorney, for said purpose, subject to all federal, state, and local laws that regulate the use of such funds. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor .2 APPROVED AS TO FORM AND CORRECTNESS: 1 i • ria i : ndez�CilyAttar iey 4/28/2020 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
