A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NATIONAL CRIME
STATISTICS EXCHANGE PROGRAM CERTIFICATE OF SUBAWARD AND
RELATED DOCUMENTS ("SUBAWARD AGREEMENT"), IN SUBSTANTIALLY
THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI ("CITY") AND THE
FLORIDA DEPARTMENT OF LAW ENFORCEMENT TO PROVIDE FOR THE
"MIAMI FLORIDA INCIDENT —BASED REPORTING SYSTEM
IMPLEMENTATION PROJECT" AND TO ACCEPT FUNDS IN THE AMOUNT
OF $192,184.00 WITH NO CITY MATCH FUNDS REQUIRED; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE
TO EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID FUNDS AND COMPLIANCE
WITH REQUIREMENTS OF THE SUBAWARD AGREEMENT.
WHEREAS, the United States Department of Justice provided a grant award to the Florida
Department of Law Enforcement ("FDLE") to fund the Miami Florida Incident -Based Reporting
System ("FIBRS") Implementation Project ("Project"); and
WHEREAS, the City of Miami ("City") submitted an application to FDLE and was awarded
cost -reimbursement funds in the amount of $192,184.00 for the implementation of the Project;
and
WHEREAS, personnel from the Miami Police Department's ("MPD") Records Unit will be
trained to transition from the current Records Management System ("RMS") over to the FIBRS
module by the City's current contracted software provider, Motorola Solutions Inc. ("Motorala");
and
WHEREAS, currently, the MPD's Information Technology Section ("ITS") is responsible for
entering and analyzing all crime data in the RMS; and
WHEREAS, the City's present volume of calls for service and crime statistics demand the
expansion of trained certified data entry personnel to accomplish the transition to the FIBRS in
order to utilize the system interface to its maximum potential; and
WHEREAS, the National Crime Statistics Exchange Program Subaward and related
documents ("Subaward Agreement") will support funding for contractual services from Motorola to
include, but not limited to, consulting services, training, technical assistance, and user support in
order to ensure a seamless transition interfacing with FIBRS as MPD Records Unit personnel
assume the responsibility of processing crime statistics prepared by ITS; and
WHEREAS, the Subaward Agreement is for the period is from April 30, 2020 to
September 22, 2021 and does not require a City match;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Subaward Agreement, in
substantially the attached form, between the City and FDLE to provide for the Project and to
accept funds in the amount of $192,184.00, with no City match funds required.
Section 3. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the City
Attorney, in order to implement the acceptance and administration of said funds and compliance
with the requirements of the Subaward Agreement.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor .2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
