Requesting Department: Office of Resilience and
Sustainability
Sponsored By: Francis Suarez, Ken Russell
District Impacted: All
A Resolution of the Miami City Commission with attachments, authorizing the City
Manager to execute a memorandum of understanding ("MOU") between the City of
Miami and the City Energy Project, a joint project of the Natural Resource Defense
Council and the Institute for Market Transformation. City Energy Project will provide
research, guidelines, and assistance with community outreach to aid the Office of
Resilience and Sustainability in creating water and energy efficiency benchmarking
regulations for large existing buildings. Further authorizing the City Manager to
negotiate and execute a memorandum of understanding with City Energy Project and to
negotiate and execute all other necessary amendments, extensions and modifications,
after consultation with the City attorney for said purposes.
Background of Item:
The purpose of this is to help ensure a more resilient city in relation to existing buildings
and address the mandate from the Miami City Commission to mitigate emissions of
greenhouse gases.
Energy benchmarking is a process whereby a building's annual energy consumption
data is joined with its physical and operational characteristics to create a comparable
energy efficiency rating for that building.
This rating and other useful performance metrics allow a building owner to compare a
property's energy performance against itself over time as well as against similar
buildings locally, regionally, and nationwide.
Annual benchmarking of energy and water consumption helps building owners, property
managers, and facilities staff establish energy performance baselines, monitor
performance over time, guide actions to cut waste, and verify energy and water savings
from investments.
Benchmarking data provides summary information about public and private buildings,
documenting trends in energy and water performance, and is the foundation for
information to share with stakeholders. Benchmarking allows for a data -based approach
to analyzing future energy needs, where improvements can be made and how to reduce
costs.
