Background of Item: The Florida Department of Law Enforcement ("FDLE"), provided a grant award, to Miami -Dade County/Miami-Dade Police Department to fund Operation Blue and Brown as a collaborative initiative with the City of Miami/City of Miami Police Department for adequate level of police services to reduce violent crimes for public safety. This subaward will support overtime hours used to conduct joint operations with the County to address gun violence within in the geographical areas of the City of Miami which have experienced a significant increase in violent crimes. WHEREAS, the Florida Department of Law Enforcement ("FDLE") provided a grant award to Miami -Dade County/Miami-Dade Police Department ("County") to fund Operation Blue and Brown as a collaborative initiative with the Miami Police Department ("MPD") for adequate level of police services to reduce violent crimes for public safety ("Subaward"); and WHEREAS, the Subaward Agreement for Miami -Dade County Operation Blue and Brown Fiscal Year 2020, attached and incorporated as Exhibit "A" ("Subaward Agreement"), provides for support for overtime hours used to conduct joint operations with the County to address gun violence within in the geographical areas of the City of Miami which have experienced a significant increase in violent crimes; and WHEREAS, this Subaward does not require any local match; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is authorized to accept the Subaward from the County of the of the FDLE grant to fund Operation Blue and Brown; Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Operation Blue and Brown RESOURCES: Miami -Dade County/Miami-Dade Police Department $165,000.00 APPROPRIATIONS: Reimbursement of Overtime Expenses $165,000.00 Section 4. The City Manager is retroactively authorized' to execute the Subaward Agreement, in substantially the attached form, with the County for said purpose. Section 5. The City Manager is further authorized' to negotiate and execute any and all necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance, administration of, and compliance with, said Subaward Agreement. Section 6. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
