Background of Item: Pursuant to Resolution No. 20-0102, adopted on April 9, 2020, the City Commission approved the acceptance of Mainstream Voucher Program funds for Program Year 2019-2020 in the annual contribution amount of $432,159.00 from the United States Department of Housing and Urban Development ("HUD") for 30 vouchers to provide permanent affordable housing assistance to non -elderly persons with disabilities, who are homeless, at risk of homelessness, or previously homeless and currently in permanent supportive housing or in a rapid rehousing project. On May 18, 2020, the City was awarded an additional amount of $141,719.00 of Mainstream Vouchers Program funds for additional 9 vouchers through the CARES Act. The City of Miami's current Housing Choice Voucher ("HCV") waitlist does not have the sufficient number of applicants who satisfy the Mainstream Vouchers Program's minimum eligibility criteria. The City has incorporated a Moving On preference into its HCV and Moderate Rehabilitation Programs Administrative Plan. The City of Miami must enter into an MOU agreement with the MDHT to allocate available Mainstream Vouchers under the Moving On preference as the program requires referrals from MDHT of eligible non -elderly disabled homeless persons currently in permanent supportive housing or in a rapid rehousing project. The City Administration recommends the approval of the Memorandum of Understanding agreement between the City of Miami, Department of Housing and Community Development and the Miami Dade County Homeless Trust, accordingly with the Mainstream Vouchers program guideline, to provide vouchers non -elderly persons with disabilities, who are homeless, at risk of homelessness, or previously homeless and currently in permanent supportive housing or in a rapid rehousing project.
