Purpose of Item:
APPROVING THE CITY OF MIAMI'S ("CITY") ANNUAL ACTION PLAN FOR FISCAL YEAR
2020-2021 AND THE ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE ("Al") FOR
FISCAL YEAR 2020-2024; ATTACHED AND INCORPORATED; AUTHORIZING THE CITY
MANAGER TO SUBMIT IT TO THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT ("HUD") FOR REVIEW AND APPROVAL; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, INCLUDING AMENDMENTS, RENEWALS,
EXTENSIONS, AND MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH DOCUMENT.
Background of Item:
Per the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are
required to submit an Annual Action Plan to the United States Department of Housing
and Urban Development ("HUD"), for the purpose of carrying out its long term strategic
plan.
The Annual Action Plan is amended during the year to reflect changes in goals and
objectives of the City's Consolidated Plan.
The Annual Action Plan sets forth the overall goals and objectives of the City of Miami's
("City") Consolidated Plan.
Per the Code of Federal Regulations 24 FR 91.225(a)(1), each jurisdiction is required to
submit a certification that it will affirmatively further fair housing by conducting an
analysis to identify impediments to fair housing choice within the jurisdiction, taking
appropriate actions to overcome the effects of the impediments identified through the
analysis and maintaining records reflecting the analysis and action in this regards.
The current City of Miami's ("City") Analysis of Impediments to Fair Housing Choice
("Al") is set to expire on September 30, 2020.
The Department of Housing and Community Development conducted a new Al which
includes actions to overcome the effects of impediments identified through such
analysis.
The City Administration recommends the approval of the Annual Action Plan for Fiscal
Year 2020-2021 and the Analysis of Impediments to Fair Housing Choice ("Al") for
Fiscal Years 2020-2024; attached and incorporated.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
APPROVING THE CITY OF MIAMI'S ("CITY") ANNUAL ACTION PLAN FOR FISCAL
YEAR 2020-2021, ATTACHED AND INCORPORATED AS EXHIBIT "B"; FURTHER
APPROVING THE ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE FOR
FISCAL YEARS 2020-2024, ATTACHED AND INCORPORATED AS EXHIBIT "A";
AUTHORIZING THE CITY MANAGER TO SUBMIT THE ANNUAL ACTION PLAN FOR
FISCAL YEAR 2020-2021 AND THE ANALYSIS OF IMPEDIMENTS TO FAIR
HOUSING CHOICE FOR FISCAL YEARS 2020-2024 TO THE UNITED STATES

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City's Plan for Fiscal Year 2020-2021, attached and incorporated as
Exhibit "B," is approved.
Section 3. The Al for Fiscal Years 2020-2024, attached and incorporated as Exhibit "A,"
is approved.
Section 4. The City Manager is authorized' to submit the City's Plan for Fiscal Year
2020-2021 and Al for Fiscal Years 2020-2024 to HUD for review and approval.
Section 5. The City Manager is authorized to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor. 2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by the City Attorney, including but not limited to
those prescribed by applicable City Charter and City Code provisions.
z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
