Background of Item: On April 21, 2020, the U. S. Department of Housing and Urban Development ("HUD") announced the final Community Planning and Development Program Formula Allocations for Program Year 2020-2021, which included an amount of $473,580.00 of Emergency Solutions Grant ("ESG") funds. The ESG program guidelines allows for the allocation of funds to continue supporting the City's outreach and referral services to the chronically homeless, and it require requires the City to support homeless prevention and rapid re -housing activities. The City Administration recommends the allocation of ESG funds in the amount of $473,580.00 for Program Year 2020-2021 to the various activities, specified in Exhibit "A", beginning October 1, 2020. WHEREAS, on April 21, 2020, the United States Department of Housing and Urban Development ("HUD") announced the final Community Planning and Development Program Formula Allocations for Program Year 2020-2021 ("Year"), which included an amount of $473,580.00 of Emergency Solutions Grant ("ESG") funds; and WHEREAS, the ESG program guidelines allows for the allocation of funds to continue supporting the City of Miami's ("City") outreach and referral services to the chronically homeless and requires the City to support homeless prevention and rapid re -housing activities; and WHEREAS, the City's Administration recommends the allocation of ESG funds in the amount of $473,580.00 to various activities, as specified in Exhibit "A," attached and incorporated, for the Year beginning October 1, 2020; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of ESG funds for the Year in the amount of $473,580.00, as specified in Exhibit "A," attached and incorporated, is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use of such funds for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
