WHEREAS, pursuant to Section 4(g)(2) of the Charter of the City of Miami, Florida, as amended ("City Charter"), the Mayor shall be recognized as the official head of the City of Miami ("City") for all ceremonial purposes; and WHEREAS, the City Charter is silent as to a procedure for determining a recipient's eligibility for the award of Keys to the City, Proclamations, and other protocol items (collectively, "Protocols"); and WHEREAS, Chapter 2, Article II, Section 2-33(m) of the Code of the City of Miami, Florida, as amended ("City Code"), provides Any commissioner who so desires may be a signatory on City Proclamations. Any such Proclamations or other protocol items may be presented at a City Commission meeting or, in the discretion of the presiding officer, may be presented prior to the commencement of any City Commission meeting. Nothing herein shall prevent a Proclamation from being presented at a non -City Commission meeting; and WHEREAS, Section 2-33(m) of the City Code provides how Protocols may be presented but is silent as to a procedure for determining a recipient's eligibility for the award of any Protocols; and WHEREAS, the City Commission wishes to establish a policy whereby all Protocols shall henceforth be presented only with the approval of the City Commission; and WHEREAS, in accordance with Section 2-33(f) of the City Code, the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The Miami City Commission hereby declares a new policy that all Protocols shall henceforth be presented only with the approval of the City Commission. Section 3. The City Attorney is directed to draft an amendment to Chapter 2, Article II, Section 2-33(m) of the City Code, titled "Administration/Mayor and City Commission/Order of Business and Rules of Procedure," in order to codify the above - referenced policy. Section 4. This Resolution shall become effective immediately upon its adoption.
