RECOMMENDATION:
Based on the findings below, the Department of Procurement ("Procurement") hereby recommends that
the referenced Project be awarded to Dock and Marine Construction Corp. ("Dock and Marine"), who has
been determined to be the lowest responsive and responsible Bidder for ITB No. 19-20-017, Watson Island
Mooring Field - D2 - Project B-70047, Project No. B-70047 (the "Project").
BACKGROUND:
On February 21, 2020, Procurement issued a solicitation under full and open competition to obtain bids
from qualified firms on behalf of the City's Office of Capital Improvements ("OCI"). On April 2, 2020,
Procurement received three (3) bids in response to the solicitation (see attached Bid Security List).
Pursuant to the solicitation, Bidders were required to have: a) a current Certified General Contractor
("CGC") license from the State of Florida, or be a marine contractor with a CGC license; and b) a minimum
of five (5) years' experience under its current business name, supported by references for three (3) projects
completed within the past five (5) years. The submitted reference projects, must demonstrate that the
Bidder i) was the General Contractor for the project; and ii) self -performed at least thirty percent (30%) of
the physical labor construction work for the project. The Selected Bidder must self -perform at least thirty
percent (30%) of the physical labor construction work for the Project.
In addition, Bidders were required to a) designate a Project Manager, who must be employed by the Bidder
and shall demonstrate prior experience on three (3) projects completed within the past five (5) years; and
b) provide a certificate verifying accreditation to install a Certified Helical Anchor system for the mooring
field.
FINDINGS:
Procurement completed the review of the bids following the guidelines published in the solicitation. As
reflected on the attached Bid Security List, Shoreline Foundation, Inc. ("Shoreline") was the apparent
lowest Bidder for ITB 19-20-017. However, the solicitation explicitly required Bidders to submit with their
bid a certificate verifying the anchor installer's accreditation to install a Certified Helical Anchor system for
the mooring field. Both Shoreline and Kearns Construction Company, the third lowest bidder, failed to
submit the required Helical Anchor system certification and, thus, were deemed non-responsive to the
solicitation. After consultation with the City Attorney's Office, Dock and Marine was determined to be the
lowest responsive and responsible Bidder for ITB 19-20-017. Procurement hereby recommends that the
Project be awarded to Dock and Marine.
CONTRACT EXECUTION:
Accordingly, Procurement hereby requests authorization to prepare for execution a contract with Dock and
Marine upon approval by the City Commission. The total not -to -exceed contract amount is $573,460.00
for the Scope of Work, plus an Owner's Contingency Allowance in the amount of $57,346.00, for a total
