A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE
CITY OF MIAMI, RUDG, LLC, AND THE STATE OF FLORIDA HISTORIC
PRESERVATION OFFICE PROVIDING MEASURES TO MITIGATE THE
ADVERSE VISUAL EFFECTS OF PROPOSED NEW CONSTRUCTION AT
2926 NORTHWEST 18 AVENUE, KNOWN AS THE THREE ROUND TOWERS,
A NATIONAL REGISTER OF HISTORIC PLACES ELIGIBLE SITE.
WHEREAS, Miami -Dade County, through its department of Public Housing and
Community Development, and RUDG, LLC ("Developer') plan to develop the Three Round
Towers public housing site ("Undertaking") located at approximately 2926 Northwest 18 Avenue,
Miami, Florida 33142; and
WHEREAS, the Undertaking consists of rehabilitating and preserving two (2) of the
Three Round Towers, known as Tower B and Tower C, and the construction of a 120 -unit
Affordable Housing development; and
WHEREAS, on June 25, 2019, the Developer completed the rehabilitation and
preservation of one (1) of the Three Round Towers known as Tower A; and
WHEREAS, the City of Miami ("City"), through its Historic Preservation Division,
conducted an environmental review and consulted with the Florida State Historic Preservation
Office ("SHPO") pursuant to 36 CFR Part 800, the regulations implementing Section 106 of the
National Historic Preservation Act; and
WHEREAS, the SHPO determined that the Undertaking is eligible for listing on the
National Register of Historic Places and that the Undertaking would result in an adverse visual
effect to the site; and
WHEREAS, the SHPO directed the City to follow the process described in 36 CFR Part
800.6, titled "Resolution of Adverse Effects", to complete the Section 106 process; and
WHEREAS, the City notified the Advisory Council on Historic Preservation ("ACHP") of
the adverse effect determination, with specified documentation, and the ACHP has chosen not
to participate in the consultation; and
WHEREAS, the Developer has agreed to prepare, install, and maintain a permanent
historical exhibit on the site and prepare a Historic American Building Survey Level III
documentation of a representative building type within the site to mitigate the adverse visual
effect, as memorialized in the Memorandum of Agreement ("MOA"), attached and incorporated
as Exhibit "A"; and

WHEREAS, the SHPO concurs with the mitigation measures proposed by the Developer
and included in the MOA;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized and directed to execute the MOA, in
substantially the attached form, with the Developer, LLC and the SHPO to provide measures to
mitigate the adverse visual effect of the Undertaking, a National Register of Historic Places
Eligible site.
Section 3. This Resolution shall become effective immediately upon its adoption.
