Purpose of Item:
A Resolution of the Miami City Commission, authorizing the City Manager to accept a
second donation from the Wynwood Business Improvement District ("Wynwood BID") in
the amount of one hundred and seventeen thousand, nine hundred and ninety-nine
dollars and eighty-one cents, ($117,999.81), to establish a Special Revenue Project
titled: "The Wynwood BID Security System Phase Two;" allocating said funds to the
Miami Police Department's ("MPD") Special Revenue Fund Account Number
12000.191501.466000.0.0, for the provision of thirty-three (33) cameras and one (1)
license plate reader, including installation, and one year of licensing for the operation of
these equipment within the Wynwood BID area, and integration into MPD's Real Time
Crime Center; further authorizing the City Manager to designate the Chief of Police to
approve the expenditure of funds allocated to the project and execute any and all
necessary documents, all in a form acceptable to the City Attorney, for the dispersal of
project funds.
Background of Item:
The Wynwood Business Improvement District ("Wynwood BID") seeks to continue to
increase public safety and the quality of life for business owners and visitors to the
businesses within the Wynwood BID area.
Pursuant to Resolution No. 19-0266, adopted on July 11, 2019, the Wynwood Business
Improvement District's Board of Directors donated one hundred and eighty-one
thousand, thirty-four dollars and thirty-seven cents ($181,034.37) to be utilized by the
Miami Police Department to purchase forty-eight (48) security cameras and two (2)
license plate readers, to be installed specifically within the Wynwood BID area by an
existing City vendor. On October 11, 2019, the Wynwood Business Improvement
District's Board of Directors approved an additional funding amount of one hundred and
seventeen thousand, nine hundred and ninety-nine dollars and eighty-one cents,
($117,999.81) towards a phase two expansion of the security camera network by
donating an additional thirty-three (33) cameras and one (1) license plate reader,
including installation, and one year of licensing for the operation of these equipment.
After the first year, the operational impact for the City is estimated to be $4,125 yearly
(33 cameras at $120.00 each).
The acceptance of this additional donation will be beneficial to the City of Miami by
providing the City's police department with more resources in an effort to curtail or
prevent crime in the Wynwood Business Improvement District, such as robberies,
assaults, burglaries and other offenses.

Section 2. The City Manager is authorized' to accept a donation from the Wynwood
BID in the amount of one hundred seventeen thousand, nine hundred ninety-nine dollars and

Section 3. The City Manager is authorized' to allocate said funds to MPD's Special
Revenue Fund Account Number 12000.191501.466000.0.0 to be utilized by MPD for the Project
within the Wynwood BID area and its integration into MPD's Real Time Crime Center.
Section 4. The City Manager is further authorized' to designate the Chief of Police to
approve the expenditure of funds and execute any and all necessary documents, all in a form
acceptable to the City Attorney, for the dispersal of funds for the Project.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
