Good afternoon,
Currently there is no federal mandate for screening at airports, however FAA is sharing and amplifying guidance that is
issued by the CDC. I've included a link below to FAA's guidance for state and local governments regarding COVID-19
restrictions and measures.
https://www.faa.eov/airports/airport compliance/media/State-Local-Territorial-Guidance-on-COVID-19-Restrictions-
that-Impact-Air-Transportation-20200328.pdf
FAA would not determine who has the local authority to implement screening measures for COVID-19. That is an
internal/ local issue. The only time that FAA would get involved in enforcement is if there is a federal mandate or law
that is being violated.
I hope this information is helpful.

Subject: Agenda Item to ask the County to take measures to screen at the Airport
Good Afternoon Krystal,
Hope all is well with you. I appreciate your sharing information about the opportunities available to us under the
Coronavirus Aid, Relief, and Economic Security Act (Public Law 116-136) and working with Lilian for the application.
I do have another question for you:
Action Requested: Who has the authority to implement mandated screening at Florida Airports?
Background: There is a City of Miami agenda Item for this coming Thursday hoping to require MIA to implement
incoming passenger mandatory screening at the airport. The Commissioners would like to know if this item is asking the
Airport Director to do something that is essentially under his purview or not?
At our briefing today, we were specifically asked to inquire whether or not the FAA is the ultimate decision maker? If
not, do you know who is: Federal government/ Governor/ County Mayor?
Any light you can shed on this matter will be greatly appreciated.
Thanks again!
Regards,
Sandy
