HomeMy WebLinkAboutR-20-0145City of Miami q Legislation Resolution: R-20-0145 File Number: 7416 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 5/14/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS IN THE TOTAL AMOUNT OF $250,000.00 FROM THE CITY OF MIAMI'S ("CITY") PARKS AND RECREATION DEPARTMENT TO THE CITY'S EMERGENCY RENTAL AND UTILITY ASSISTANCE PROGRAM TO BE USED TO PAY ELIGIBLE EXPENSES IN DISTRICT 2 SUCH AS RENT AND UTILITIES AMONG ELIGIBLE INDIVIDUALS AND FAMILIES WHO HAVE LOST THEIR JOBS DUE TO THE NOVEL CORONAVIRUS ("COVID-19") PANDEMIC; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS. WHEREAS, pursuant to Resolution No. 19-0501 adopted on December 12, 2019, the Miami City Commission approved the allocation of Community Development Block Grant ("CDBG") funds in the total amount of $1,476,329.59, which included an amount of $250,000.00, to the Department of Parks and Recreation ("Parks") for a project in District 2 ("Project"); and WHEREAS, the Project has not yet started and these funds could be used to benefit tenants who are struggling to pay rent and utilities because of the Novel Coronavirus ("COVID- 19") pandemic, which has caused widespread unemployment; and WHEREAS, pursuant to Resolution No. 20-0139 adopted on April 30, 2020, the Miami City Commission approved the establishment of the City of Miami's ("City") Emergency Rental and Utility Assistance Program ("Program"); and WHEREAS, the City's Administration recommends the transfer of CDBG funds in the amount of $250,000.00 from Parks to the City's Program to be used to cover eligible expenses in District 2 such as rent and utilities among eligible individuals and families who have lost their jobs due to the COVID-19 pandemic; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG funds in the amount of $250,000.00 from Parks to the City's Program to be used to pay eligible expenses in District 2 such as rent and utilities, among eligible individuals and families who have lost theirjobs due to the COVID-19 pandemic is authorized.' The City Manager is authorized' to negotiate and execute any and all necessary documents, all in a form acceptable to the City Attorney, for said purpose, subject to all federal, state, and local laws that regulate the use of such funds. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 Un ndeez-C�Attor ley 5/5/2020 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
