Purpose of Item:
AUTHORIZING THE SPECIAL GRANT ALLOCATION OF COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS ("CDBG-CV"), IN THE AMOUNT OF
$3,281,526 FOR FISCAL YEAR 2019-20, AS SPECIFIED IN THE ATTACHMENT "All,
ATTACHED AND INCORPORATED, TO SUPPORT ECONOMIC AND COMMUNITY
DEVELOPMENT ACTIVITIES IN RESPONSE TO THE CORANAVIRUS (COVID-19)
PANDEMIC; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO
IMPLEMENT THE ALLOCATIONS, SUBJECT TO ALL FEDERAL, STATE, AND
LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS
Background of Item:
Pursuant to Resolution No. R-20- , adopted April 23, 2020, the Miami City
Commission approved the allocation of $6,598,623 in special grant for fiscal year 2020,
which included an amount of $3,281,526 under the Coronavirus Aid, Relief and
Economic Securities ("CARES") Act.
There is a need to allocate these funds in order for the City to support economic and
community development efforts in response to the Covid-19 pandemic.
The City Administration recommends the allocation of CDBG-CV special grant in the
amount of $3,281,526 for fiscal year 2019-20 from the Department of Housing and
Community Development to the agencies/departments, specified in Attachment "A", to
support economic and community development efforts, in response to the Coronavirus
(Covid-19).

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE SPECIAL GRANT ALLOCATION OF COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS ("CDBG-CV") IN THE AMOUNT OF
$3,281,526.00 FOR FISCAL YEAR 2019-20, AS MORE PARTICULARLY SPECIFIED
IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO SUPPORT ECONOMIC AND
COMMUNITY DEVELOPMENT ACTIVITIES IN THE CITY OF MIAMI IN RESPONSE
TO THE NOVEL CORONAVIRUS ("COVID-19") PANDEMIC; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE, SUBJECT TO ALL FEDERAL, STATE, AND
LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS.
WHEREAS, pursuant to Resolution No. 20-0123 adopted on April 23, 2020, the Miami
City Commission approved the acceptance of $6,598,623.00 in special grant funds for Fiscal
Year (TY") 2020, which included an amount of $3,281,526.00 under the Coronavirus Aid, Relief
and Economic Security ("CARES") Act; and
WHEREAS, there is a need to allocate these funds in order for the City of Miami ("City")
to support economic and community development efforts in response to the Novel Coronavirus
("COVID-19") pandemic; and
WHEREAS, the City's Administration recommends the allocation of Community
Development Block Grant ("CDBG-CV") special grant funds in the amount of $3,281,526.00 for
FY 2019-20 from the Department of Housing and Community Development to the
agencies/departments specified in Exhibit "A," attached and incorporated, to support economic
and community development efforts in response to the COVID-19 pandemic;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of CDBG-CV special grant funds in the amount of
$3,281,526.00 for FY 2019-20, as more particularly specified in Exhibit "A," attached and
incorporated, to support economic and community development activities in the City in response
to the COVID-19 pandemic is authorized.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in a form acceptable to the City Attorney, for said purpose, subject to
all federal, state, and local laws that regulate the use of such funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
