A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE MAYOR OF
MIAMI-DADE COUNTY TO TAKE ANY AND ALL APPROPRIATE ACTIONS WITH
REGARD TO PROTECTING THE RESIDENTS OF MIAMI-DADE COUNTY BY
ASSURING THAT ALL ARRIVING PASSENGERS AT MIAMI INTERNATIONAL
AIRPORT ARE SCREENED FOR THE NOVEL CORONAVIRUS ("COVID-19") TO
CONTROL THE FURTHER SPREAD OF COVID-19 INTO OUR COMMUNITIES;
FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A CERTIFIED COPY OF
THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN.
WHEREAS, on March 11, 2020, the World Health Organization declared the
Coronavirus Disease 2019 ("COVID-19") a pandemic; and
WHEREAS, the City of Miami ("City") declared a State of Local Emergency on March 12,
2020; and
WHEREAS, pursuant to the State of Local Emergency, the City has taken all prudent
actions necessary to protect the health, safety, and welfare of the community; and
WHEREAS, the Mayor of Miami -Dade County has not implemented any significant
measures to ensure that all passengers arriving into Miami International Airport ("MIA") are
screened to control the further spread of COVID-19 throughout Miami -Dade County ("County");
and
WHEREAS, significant reports from individuals arriving at MIA and news stories have
indicated safety protocols to screen arriving passengers at MIA are not being executed; and
WHEREAS, failure to properly screen arriving passengers puts our entire region,
including the residents of the City, in danger of the further spread of COVID-19; and
WHEREAS, the County has twelve and a half percent (12.5%) of the population of the
State of Florida ("State") but has thirty six percent (36%) of the State's positive cases of COVID-
19; and
WHEREAS, the City is a gate -way city to the County; and
WHEREAS, a substantial amount of the COVID-19 cases in the County can be traced
back to passengers arriving from New York, New Jersey, and other international destinations
through MIA, thus correlating to the extremely high percentage of positive cases within the
County; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Commission hereby urges the Mayor of Miami -Dade County to take
any and all appropriate actions with regard to protecting the residents of the County from
passengers arriving into MIA and further spreading COVID-19.
Section 3. The City Clerk is directed to transmit a certified copy of this Resolution to
Miami -Dade County Mayor Carlos Gimenez, the Board of County Commissioners, and all of the
Mayors of the municipalities within the County.
Section 4. This Resolution shall become effective immediately upon its adoption.
