A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT SPECIAL GRANT FUNDS IN THE TOTAL AMOUNT
OF $6,598,623 FOR THE FOLLOWING PROGRAMS IN THE FOLLOWING
AMOUNTS: (1) $3,281,526.00 TO THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM, (2) $1,633,034.00 TO THE EMERGENCY SOLUTIONS
GRANTS PROGRAM, AND (3) $1,684,063.00 TO THE HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM, ALL FOR FISCAL
YEAR 2020 FOR ELIGIBLE ACTIVITIES UNDER THE CORONAVIRUS AID,
RELIEF AND ECONOMIC SECURITY ACT ("CARES ACT"); FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL NECESSARY DOCUMENTS INCLUDING AMENDMENTS,
EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, FOR SAID PURPOSES, SUBJECT TO ALL FEDERAL,
STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS.

WHEREAS, on April 7, 2020, the City of Miami's ("City") Department of Housing and
Community Development ("HCD") received a letter from the United States Department of
Housing and Urban Development ("HUD") announcing special allocations to be granted to the
City in the total amount of $6,598,623.00; and
WHEREAS, these allocations were authorized by the Coronavirus Aid, Relief, and
Economic Security Act, Public Law 116-136 ("CARES Act"), which was signed by President
Donald J. Trump on March 27, 2020, to respond to the growing effects of the historic public
health crisis caused by the coronavirus; and
WHEREAS, the City's Administration recommends accepting HUD special grant funds in
the total amount of $6,598,623.00 for the following programs in the following amounts: (1)
$3,281,526.00 to the Community Development Block Grant ("CDBG-CV") program, (2)
$1,633,034.00 to the Emergency Solutions Grants ("ESG-CV") program, and (3) $1,684,063.00
to the Housing Opportunities for Persons with AIDS ("HOPWA-CV") program, all for Fiscal Year
2020 for eligible activities under the CARES Act;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of HUD special grant funds in the total amount of
$6,598,623.00 for the following programs in the following amounts is authorized:' (1)
$3,281,526.00 to the CDBG-CV program, (2) $1,633,034.00 to the ESG-CV program, and (3)

$1,684,063.00 to the HOPWA-CV program, all for Fiscal Year 2020 for eligible activities under
the CARES Act.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, for said purposes, subject to all federal, state, and local laws
that regulate the use of such funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all lega requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
