Hello, I'd like for the commissioners and mayor to consider that we have a

population of undocumented workers that support essential businesses such as
food manufacturing companies and grocery stores within the county. How will
you be enforcing this shelter at home policy without causing fear within this
population so that they may continue to show up to work and serve our
community? Also within the City of Miami page I noticed that food
manufacturing, packaging and distribution companies aren't listed as essential
businesses, please reconsider adding these so our grocery stores may be
stocked, and explain to us business leaders that work in these essential
industries how we can make sure our employees can get to work without the
red tape so we may focus on serving our Community instead of dealing with the
bureaucracy? Thanks.

this time specially for seniors who shouldn't go outside to walk their dog but is

shouldn't be allowed to buy all or most of the food, soap, detergents, rubbing
alcohol, paper towel/toilet paper etc. a limit on each items should be placed per
person so everyone has the opportunity to buy it. People who really need them
such as seniors or people compromised inmune systems do not have any,
people buying in bulk shouldn't be allowed. There is enough to go around for all
if we buy in moderation.

health problems in the community. While this may be true, there is far less

merit to this notion in the sunshine state than in a place like NYC where people
are confined to tiny spaces and no sunlight. If the piecemeal approach is instead
actually about economic issues as it seems, we must also consider that not
implementing such an order across the entire South FL region is
counterproductive and may seed the virus to non infected areas. It is
disappointing to not see South Florida cities not working in uniformity on this
matter, nor any uniformity from the state, as the governor seems more intent
on protecting himself from economic fallout than protecting the public. As in a
hurricane, citizens (in this case maybe infected) will fan out to WPB, Tampa and
other areas that do not have such order, spreading the disease more.
Uniformity matters. It seems that countries like Germany have a better
approach: no more than 2 people out in public together. Mayor Gimenez is on
the right track to limit groups of 10, but these rules should be implemented
across the tri county area. This patchwork approach is an experiment that may
have graver consequences by seeding the virus across the state should Miami
experience hot zone conditions and residents flee for the safety of relatives in
other areas. The idea is noble, but any reasonable person will tell you that the
directive should come from the state level as it is in ever other state, whether it
is less restrictive or not.

bills? I have a credit card company refusing to defer payment and insisting on
accepting late payment but with interest acquired which is no different than
regular late payments. The city has chosen to shut down certain businesses,
cutting off people's income to pay these bills; and with the uncertainty of all
this, not sure if ourjobs will even open after the 30 day closure that was put into
place March 18.

assume that most of these travelers are under 65. Should any have symptoms,
there is no way it seems for them to get tested based on the criteria, particularly
at this and other sites. How can vital local data be collected on whether out of
towners are helping seed and spread the virus when the overwhelming majority
cannot be tested? While we understand there is a lack of test kits, shouldn't we
make an exception for testing travelers from out of state? Isn't this the root of
South Florida's problem -that we are seeding the virus from many young
travelers but are unable to collect vital data on those that have it here? Please
consider expanding this test site to include NYC or other domestic travelers
showing symptoms.

the CDC has also said that doctors can use a bandana if needed due only to the
mask shortages and failure of the federal govt to prepare despite reasonable
notice. It is an established scientific fact that masks help slow the spread as we
know in many Asian countries, and it appears that Publix is flouting this risk at
the expense of safety of its associates and of seniors, should associates carry a
high viral load and not know it. What can officials do to mandate that store
employees wear surgical or other masks, since the grocery store poses a serious
risk to seniors accessing food, as well as to others?

not qualify for a COVI D-19 test even though I have described symptoms above.

Hello, I am concerned as to why open construction sites are exempt from

Miami's shelter in place ordinance. Unless essential for public works or
emergency repairs, construction seems to be a non-essential business. I live on
the Miami river and there are two large/active construction sites that I can see
from my balcony and workers do not appear to be social distancing, wearing
masks, etc. Beyond the particles they are drilling into the air, I can consistently
see them speaking very closely together (likely due to the noise), and also have
concerns regarding their regular availability to wash/disinfect their hands.
I am left confused as to why restoring a condominium complex's pool or
constructing a new office building is considered essential business. Was the
decision to exempt construction workers/sites from shelter in place ordinances
to avoid additional lay offs/unemployment in Miami?
Does Miami have plans to restrict any further, ongoing business/activities, such
as construction, that are truly nonessential?
It just seems this is one of a multitude of examples that sends the message to
Miami residents it's okay to ignore the shelter in place rule, especially given so
many 'essential' functions/businesse, like construction, that are unrestricted.
Others that seem non essential or capable of restricting to home:
Open construction sites
Businesses that supply other essential businesses with supply/support and do
not interact with the general public
Professional services (legal, accounting, etc.) that support other essential
businesses
Architectural, engineering or land surveying businesses
New and used auto dealerships, provided that social distancing is enforced

tweeted @ Comcast that the government can't regulate how sanitary peoples
homes are, they tweeted back saying the techs are trained to sanitize and check.
their temp but my partner was only given was gloves.. When he goes to
someone's house he has to read some paper asking if anyone in the house is
sick, has come in contact w someone else who has covid-19, and the number of
people scoff at him or roll their eyes at him is astounding and sad! By order of
the company, he has to wash his hands when he gets to their house but this
virus could live on their remotes, tv buttons, even sink knobs. Even though he
has gloves on, if he touches an infected item with his glove, and then touches
his tools or phone, then those items are infected. He was not given wipes or a
sanitation spray. One lady almost didn't want to let him wash his hands saying
he should've done it before. The customers obviously don't care about his
health or wellbeing so why should I care about their WiFi? Comcast should
implement a method to only work outside, customers can use the self install kit
or follow instructions over the phone to connect.. it's not worth my health or my
partners health, and if he does come in contact with the virus in a home, not
only will he contract it, but the family whose home he works on next and so
on... please stop making techs work inside homes! We can not regulate how
sanitary and clean people are and I really worry, when we are doing our best to
self quarantine when he is not working, but as long as he is seeing 10+ people a
day, he is at risk..

wait on more housing advocacy i believe it would help to have restrooms

opportunities to show hospitality to a neighbor in need and also help keep the

they still need a place as a rest room. unless of course, there is enough housing
and there is a break in communication and need for outreach and public praise
in the availability of these services to prevent paranoia. where are we on this?

the order to close. They have delivery people and customers coming all day and
night. They want to make money while everyone else is closed and don't care
about making people sick. I went inside and told the manager (named 'Yoan")
about the mayor's order and showed him the part about liquor stores and he
said he didnt care and the owners said to keep it open until the police come to
shut him down. Last night they had some kind of party in the parking lot.
Please put some kind of penalty in place for people who arent listening. There
are lots of elderly people in our area (district 4) and they need to be protected.

I think that a curfew would be unnecessary as people followingthe

recommendations from a possible shelter -in-place will already have enough
restrictions on movement. If people want to take a solo or accompanied drive
around town to clear their minds or to drop someone off after work and have
time for dinner together, they should be able to. A curfew will add unnecessary
strain on our police force as well who have enough to deal with. It will feel for

essential business? Allowing all general contractors and construction businesses
to operate during this is doing your community a disservice. I know the virus is
delaying things, but our safety should remain the priority; it's totally OK for
someones 2nd vacation home to be delayed by 2 weeks. I live in Miami Beach
next to an 83 year old woman and I feel totally irresponsible going home every
day. You are forcing me to work still, forcing people to come in and out, going
from site to site, sharing tools, eating, congregating. If the concern is the i95
project, keep city mandated sites open; if the concern is building hospitals, then
keep commercial projects open, but by having all contractors work you are
jeopardizing lives every single day. Residential construction is not essential, by
any stretch. When I contract this virus after continuously pleading with local
government officials, who should be held responsible? Look after everyone. Do
not pick and choose. Whether you're a project manager making $100,000/year
or a tradesmen making $10/hour, we should all have the opportunity to be safe
and not put our loved ones in danger. This needs to be changed, revisited, and
the ordinance amended. Save a family member. Save a friend. Save your
neighbors. Let's put them down, and pick up the hammers again in 2 weeks.

As a resident of Miami, I urge you for stricter measures in the city of Miami

(including unincorporated Miami -Dade). We won't be able to eradicate this
pandemic without regulations that make everyone follow through regardless of
what they personally want to do. This is a time to take serious measures for the
greater good of the community, so we can overcome this soonerthan later. I
request a curfew to be put in place, as well as keeping the shelter in place order,
with strict fines for violators of either orders. That's the only way people will see
it's a serious measure, and that you're following through on your orders. People
need to see policing on the streets, actually making sure that only the necessary
people are outside (supermarket, pharmacy, urgencies, etc). The time to act and
be strict, is now. Think of your family. They could get sick too and have a mortal
outcome, God forbid.

With at least 1000 homeless on the streets and about 2500 within the shelters,
how will the homeless population currently on the streets of Miami be affected

helping my 75 year old mom care for my 95 year old grandma. I have 2 young
adult kids (19&20) my son is autistic and needs daily assistance as well.
I am very concerned for my family, as I am for all families and residents of Miami
and truthfully- around the world.
I believe our Mayor and local leaders are truly trying their best to contain this
pandemic from spreading further- but many of our residents are just not
listening.
I believe we have a responsibility to enact immediate assistance for our
vulnerable populations, including our residents without transportation, due the
careless behavior of others. Many of our residents do not qualify for public
assistance/help, and we are suffering deeply.
I believe a way to help our communities stay safe at home, while insuring they
are taken care of is by creating a city run distribution/courier service- like a city
"amazon prime" or "instacart", where essential items (toliet paper, bottled
water, dry goods, canned goods, Lysol, sanitizer, plastic gloves etc) could be
safely distributed by city employees. I'm not sure if the logistics, or if there could
be a later property tax add on for such services, but I sincerely thinkthere are
many people who can't/shouldn't leave their homes- because they will put
many in their home in danger- and that's a reality, I believe needs to be
immediately addressed.

the City's progress regarding the COVID- the dysfunction within our local government is quite apparent. I believe the city

to best serve our city's 400,000 residents. I am incredibly disappointed in the
actions our local government has taken thus far and expect better moving
forward.
Mayor Francis Suarez posted a video to his Facebook page on Tuesday, March
24 outlining the plan to issue a shelter in place. This communication felt
impulsive and irresponsible in that the Mayor unnecessarily aired dirty political
laundry. Around time stamp 1:11, Mayor Suarez indicates a shelter in place will
be implemented for the City, which he believed should have been done a week
ago "but, unfortunately, I got resistance internally." This is not only unnecessary
but shows that our local government is not unified in its response. Now is not
the time for infighting and political showboating. I believe the Mayor, our city
manager, and city council need to be more aligned and careful in their future
communications. It is childish, not productive, and well below my expectations
for our elected officials.
I also feel the city is failing to adequately communicate with constituents in the
face of this rapidly changing situation. Mayor Giminez of Miami -Dade County
had to issue clarification earlier today to help residents discern what the rules
are in both the City of Miami and Miami -Dade County. This is unacceptable.
Before the City took steps to announce and implement a shelter in place order,
a more responsible approach should have been taken in communicating with
constituents. It is already hard for people to understand where things stand at
any given moment, let alone discern the differences in county and municipal

attached] that promises "up to one million tests... beginning next week" thru
two consultants, bid -free: Witt Global Partners and Myrridian, both politically -
connected firms. Our City population is about 400,000. If the Feds can't get the
tests, how are these consultants going do it?
Coincidentally, on March 22nd, the White House task force press conference
announced a multitude of scams offering bogus test kits. Yesterday, the U.S.
Attorney General threatened that anyone hoarding medical supplies will be
prosecuted.
Please help Commissioner Carollo from making a costly mistake with our tax
dollars and question the authenticity and/or hoarding of the products offered by
these consultants.

continue employing our employees so that they may have the necessary pay for
their necessities, but also to feed everyone in our communities during this
difficult time. However, during this time we are finding that third party delivery
services such as Uber Eats and Postmates are price gouging restaurants by
continuing to charge 30% to 33% from sales from the restaurants. These
services have ceased charging fees to customers in order to help them, but are
still charging high fees to restaurants.. We need help to at least cut these fees to
15% so that we may have a better chance to break even and stay open for
takeout and delivery to the public. We are trying our best to feed the people of
Miami and are operating at losses, but the price gouging from these services is
making it difficult to continue serving the people of Miami.
