A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
SUPPORTING THE PASSAGE OF FEDERAL LAW H.R. 6201, THE CORONA
VIRUS RESPONSE ACT; FURTHER RESOLVING THAT DURING THE
DECLARED PRESENT STATE OF EMERGENCY DUE TO THE CORONA
VIRUS, ALSO KNOWN AS COVID-19, NO CITY OF MIAMI EMPLOYEE WILL
LOSE HIS OR HER PAY FOR REGULAR OR SCHEDULED HOURS OF
EMPLOYMENT AND/OR APPLICABLE BENEFITS.

WHEREAS, the City of Miami ("City") is in a declared state of emergency as of March
12, 2020 due to the insidious and invasive Corona Virus, also known as COVID-19, which has
been declared a pandemic by the World Health Organization; and
WHEREAS, the City is a true global destination with a very active Miami International
Airport and Port of Miami, which bring many international visitors and commerce; and
WHEREAS, the City has been impacted by the Corona Virus including a City elected
official testing positive for the virus; and
WHEREAS, anyone testing positive for the Corona Virus must self -quarantine for a
fourteen (14) day period; and
WHEREAS, various events in the City including the Ultra Music Festival and Calle 8
Music Festival have been canceled and City parks and public schools have closed severely
impacting the City and the community; and
WHEREAS, the City hereby resolves that no City employee will lose his or her pay for
regular or scheduled hours of employment in the event that the employee is unable to work due
to the Corona Virus, nor will any City employee lose applicable City benefits due to the Corona
Virus; and
WHEREAS, it is in the best interest of the public health, safety, and welfare and also in
the best interest of the dedicated service of City employees for this Resolution to pass;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission supports the passage and enforcement of H.R.
6201, the Federal Corona Virus Response Act, which will allow free Corona Virus tests, paid
sick leave for impacted American workers, and free food, among other relief.

Section 3. City employees who are unable to work will not lose their scheduled or regular
pay, nor will they lose any applicable benefits of their employment during the declared State of
Emergency due to the Corona Virus, also known as COVID-19.
Section 4. The City Manager is hereby authorized' to take any and all measures he
deems necessary to effectuate this Resolution.
Section 5. The City Manager is encouraged to consider any reimbursement measures
available from the Federal government on the issues stated in this Resolution.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from
the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
