Subject: Accept Reimbursement Grant - Morningside Stormwater and Shoreline
Protection
Purpose of Item:
Resolution authorizing the City Manager to accept a grant from The Nature
Conservancy in the total amount not to exceed $400,000.00, to the Office of Capital
Improvements for the execution of design and permitting of a Morningside Park
Stormwater and Shoreline Protection Renovation Project. Further authorizing the City
Manager to negotiate and execute a contract with The Nature Conservancy and to
negotiate and execute all other necessary amendments, extensions and modifications,
after consultation with the City attorney to implement the acceptance and compliance
with the grant award for said purposes.
Background of Item:
The Nature Conservancy has awarded The City of Miami a grant in the amount of
$400,000.00.
With support from the Chubb Charitable Foundation, The Nature Conservancy in
partnership with the City of Miami seek to design and attain permits for a Morningside
Park Stormwater and Shoreline Protection Renovation Project which emphasizes
nature -based solutions for stormwater, seasonal high tides, storm surge, and sea level
rise and to develop an approach for expanding nature -based solutions for coastal
resilience throughout the City of Miami.
Healthy coral reefs, mangroves, and beaches reduce wave energy, and they have the
potential to buffer coastal communities from storm surges and sea level rise. The
traditional approach of building sea walls and other gray infrastructure for defensive
measures can be more expensive and more carbon intensive. Gray infrastructure also
transfers wave energy to other areas that may accelerate erosion of less armored
property. The loss and degradation of coral reefs, mangroves, and beaches as well as
other green or natural infrastructure like salt marshes and oyster reefs leaves the
growing population of Floridians more vulnerable to climate change. An estimated 4.6
million people — and 5,300 square miles of property — will be at risk by 2050.
Today, natural infrastructure already provides significant risk -reduction benefits. A
recent study funded by The Nature Conservancy concluded that mangroves in Florida
protected approximately 625,000 people and prevented $1.5 billion in direct flood
damages during Hurricane Irma in 2017. Therefore, restoration and expansion of
natural infrastructure can play an even larger — and quantifiable — role in protecting
people and businesses tomorrow.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT A TOTAL AMOUNT OF $400,000.00 IN THE FORM OF A
REIMBURSEMENT GRANT FOR THE PERIOD COMMENCING MAY 1, 2020
THROUGH APRIL 30, 2022 FROM THE NATURE CONSERVANCY ("TNC") FOR THE
MORNINGSIDE PARK STORMWATER AND SHORELINE PROTECTION PROJECT,
OFFICE OF CAPITAL IMPROVEMENTS PROJECT NO. 40-Bl73511A ("PROJECT");
APPROPRIATING THE GRANT FUNDING IN THE AMOUNT OF $400,000.00 FOR
SAID PROJECT, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND TO EXECUTE
A GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH TNC FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
AMENDMENTS, EXTENSIONS, AND MODIFICATIONS TO THE GRANT
AGREEMENT, INCLUDING OPTIONS TO RENEW FOR UP TWO (2) ADDITIONAL
SIMILAR PERIODS AT THE SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME
TERMS AND CONDITIONS FOR THE PROGRAM, ALL IN FORMS ACCEPTABLE TO
THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE
WITH THE GRANT AWARD.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept a total amount of $400,000.00 in
the form of a reimbursement grant for the period commencing May 1, 2020 through April 30,
2022 from TNC for the Project and to appropriate said funds for the Project, subject to
budgetary approval at time of need.
Section 3. The City Manager is further authorized to negotiate and execute a grant
agreement, in a form acceptable to the City Attorney, with TNC for said purpose.
Section 4. The City Manager is further authorized to negotiate and execute any and all
other necessary amendments, extensions, and modifications to the grant agreement, including
options to renew for up two (2) additional similar periods at the same not -to -exceed amounts
under the same terms and conditions for the program, subject to budgetary approval at time of
need, all in forms acceptable to the City Attorney, to implement the acceptance of and
compliance with the grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
