URBAN DEVELOPMENT ("HUD"); TO PROVIDE PERMANENT AFFORDABLE
HOUSING ASSISTANCE TO NON -ELDERLY PERSON(S) WITH DISABILITIES
AND/OR FORMERLY HOMELESS INDIVIDUALS, FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE
NECESSARY FOR SAID PURPOSE.
Background of Item:
On November 14, 2019, the City of Miami ("City") Department of Housing and
Community Development, was awarded a grant for a total amount of $432,159.00 for
Fiscal Year 2019-2020 under the Mainstream Voucher program.
The Mainstream Voucher program will provide stability and safe housing to the most
vulnerable residents in the City.
The Mainstream Voucher program also encourages partnership with health and human
services agencies with a demonstrated capacity to coordinate voluntary services and
support to enable individuals to live independently in the community.
The City Administration recommends the acceptance of Mainstream Voucher program
for Fiscal Year 2019-2020 in the total amount of $432,159.00 from The United States
Department of Housing and Urban Development. ("HUD")

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING MAINSTREAM
VOUCHER PROGRAM FUNDS FOR FISCAL YEAR 2019-2020 IN THE ANNUAL
CONTRIBUTION AMOUNT OF $432,159.00 FROM THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") TO PROVIDE
PERMANENT AFFORDABLE HOUSING ASSISTANCE TO NON -ELDERLY
PERSONS WITH DISABILITIES AND/OR FORMERLY HOMELESS INDIVIDUALS;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.

Year (TY") 2019-2020 under the Mainstream Voucher program ("Program"); and
WHEREAS, the Program provides stability and safe housing to the most vulnerable
residents of the City; and
WHEREAS, the Program also encourages partnerships with health and human services
agencies with a demonstrated capacity to coordinate voluntary services and support to enable
individuals to live independently in the community; and
WHEREAS, the City's Administration recommends the acceptance of Program funds for
FY 2019-2020 in the total amount of $432,159.00 from the United States Department of
Housing and Urban Development ("HUD");
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of Program funds for FY 2019-2020 in the total amount of
$432,159.00 from HUD to provide permanent affordable housing assistance to non -elderly
persons with disabilities and/or formerly homeless individuals is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its
adoption and signature of the Mayor.'
' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
