A RESOLUTION OF THE MIAMI CITY COMMISSION URGING FLORIDA GOVERNOR
RON DESANTIS TO PROVIDE THE FLORIDA NATIONAL GUARD TO MEDICALLY
SCREEN ALL EXITING PASSENGERS AT MIAMI INTERNATIONAL AIRPORT FOR
COVID-19 VIRAL SYMPTOMS; FURTHER URGING MIAMI-DADE COUNTY AND
OTHER MUNICIPALITIES TO ASSIST IN THIS EFFORT; DIRECTING THE CITY
CLERK TO TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION TO THE
OFFICIALS NAMED HEREIN.
WHEREAS, on March 11, 2020 the World Health Organization declared the Coronavirus
Disease 2019 ("COVID-19)" a pandemic; and
WHEREAS, the City of Miami ("City") declared a State of Local Emergency on March 12,
2020; and
WHEREAS, pursuant to the State of Local Emergency, the City has taken all prudent
actions necessary to protect the health, safety, and welfare of the community; and
WHEREAS, it has come to the attention of the City Commission that passengers arriving
into Miami International Airport ("MIA") are not being screened for any medical symptoms
related to COVID-19; and
WHEREAS, a failure to properly screen arriving passengers into MIA puts our entire
region, including the residents of the City, in danger of the further spread of COVID-19; and
WHEREAS, the City has taken early and strong proactive measures to protect the
health, safety, and welfare of its residents and failure to screen arriving passengers at MIA is
contrary to these actions and could erase the clear benefits that have occurred because of the
City's actions; and
Whereas, other states have deployed members of their National Guard to screen
arriving passengers at their airports; and
WHEREAS, the State of Florida and Miami -Dade County ("County") should both assist in
screening passengers at MIA; and
Whereas, the City encourages other municipalities within the county to also participate in
this effort; and
WHEREAS, the City is willing, when possible, to offer personnel assistance to
accomplish these screenings as needed; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the Preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Commission hereby urges Florida Governor Ron DeSantis to
provide the Florida National Guard to medically screen all passengers arriving into MIA for
COVID-19 viral symptoms.
Section 3. The City Commission further urges the County and other municipalities to
assist in this effort.
Section 4. The City Clerk is directed to transmit a certified copy of this Resolution to
Florida Governor Ron DeSantis, County Mayor Carlos Gimenez, the Board of Commissioners of
the County, and the Mayors of the cities within Miami -Dade County.
Section 5. The Resolution shall become effective immediately upon its adoption.
