A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FEDERAL
GOVERNMENT AND THE STATE OF FLORIDA ("STATE"), BOTH AT ALL
NECESSARY AND APPROPRIATE LEVELS, (A) TO BASE ALL FUTURE AID
REGARDING THE NOVEL CORONAVIRUS COVID-2019 DISEASE ("COVID-
19") TO BE DISTRIBUTED DIRECTLY TO AND BASED UPON THE NUMBER
OF POSITIVE CASES OF COVID-19 IN EACH MUNICIPALITY AND NOT ON
POPULATION AND (B) SPECIFICALLY TO ALLOW AID TO BE PROVIDED TO
MUNICIPALITIES WITH POPULATIONS OF LESS THAN 500,000 RESIDENTS
FOR PAST, PRESENT, AND FUTURE DIRECT AND INDIRECT COSTS AND
EXPENSES; DIRECTING THE CITY CLERK TO TRANSMIT CERTIFIED
COPIES OF THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN.
SPONSOR(S): Mayor Francis X. Suarez, Commissioner Ken Russell
WHEREAS, in connection with the ongoing novel coronavirus disease COVID 2019
("COVID-19"), the Coronavirus Preparedness and Response Supplemental Appropriations Act
and related provisions of regulatory orders and Federal budgeting (collectively, "CARES Act")
adopted at the Federal level do not allow direct funding to municipalities with populations of less
than 500,000 residents, but instead require any funding to go to the applicable state instead of
to the local communities impacted; and
WHEREAS, United States municipalities at all levels of population need to be able to
receive expedited direct Federal funding as they are the public entities and public servants on
the ground (a) implementing the necessary local protections and mitigations daily on a 24-hour
basis to combat the COVID-19 pandemic and (b) daily fronting the costs and expenses of such
protections and mitigations; and
WHEREAS, currently, the City of Miami ("City") would not receive funding under the
CARES Act's resident numbers provisions as adopted and it is in the best interests of the City to
urge the Federal government and the State of Florida ("State"), both at all levels, to base all
levels of funding, whether by current or future additions, amendments, modifications, or
supplements to the CARES Act or any other Federal or State funding legislation, orders, or
other means in connection with COVID-19, to be distributed directly to and based upon the
number of positive cases of COVID-19 in each municipality and not based upon population; and
WHEREAS, also in connection with the COVID-19 pandemic, it is in the best interests of
the City to urge the Federal and State governments, both at all levels, to specifically allow aid to
be provided to municipalities with populations of less than 500,000 residents for past, present,
and future direct and indirect costs and expenses; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission hereby urges the Federal Government and
State, both at all necessary and appropriate levels, (a) to base all future aid regarding COVID-
19 to be distributed directly to each municipality based upon the number of positive cases of
COVID-19 in each municipality and not based upon population and (b) specifically to allow aid
to be provided to municipalities with populations of less than 500,000 residents for past,
present, and future direct and indirect costs and expenses.
Section 3. The City Clerk is directed to transmit certified copies of this Resolution to
President Donald J. Trump, Senate Majority Leader Mitch McConnell, Senate Minority Leader
Chuck Schumer, Speaker Nancy Pelosi, Majority Leader Steny Hoyer, Minority Leader Kevin
McCarthy, Senator Marco Rubio, Senator Rick Scott, Congresswoman Donna Shalala,
Governor Ron DeSantis, Senate President Bill Galvano, Majority Leader Kathleen Passidomo,
Minority Leader Audrey Gibson, Speaker Jose R. Oliva, Speaker Pro Tempore MaryLynn
Magar, Majority Leader Dane Eagle, Democratic Leader Kionne L. McGhee, and all Members of
the Miami -Dade County Legislative Delegation.
Section 4. This Resolution shall become effective immediately upon its adoption.
