Thursday, April 9, 2020 at 9:00 A.M.
The City of Miami Department of Housing and Community Development will hold a public hearing on Thursday, April 9, 2020 at
9:00 a.m. at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33133, to provide the public an opportunity to
comment on funding amendments affecting the City's Annual Action Plan for US Department of Housing & Urban Development
(HUD) programs. The proposed amendment(s) and respective description(s) can be found at:
www.miamigov.com/communitvdevelopment.
The adoption of an Ordinance or Resolution, by the City Commission, related to the proposed amendment(s), authorizes the City
Manager to draft/amend the appropriate City of Miami Annual Action Plan. Certain item(s) may be available for public comment and
review for a period of no less than 30 days. The review and comment period begin on Tuesday, March 10, 2020 and ends on
Wednesday, April 8, 2020. The proposed amendment(s) will be presented to the City Commission for approval on Thursday, April
9, 2020. Draft copies of the agenda items will be available at the City of Miami Department of Housing and Community Development
office located at 14 NE 1 Avenue, 2 Floor, Miami, FL 33932 (HCD Address). Comments to amendment(s) must be submitted to:
nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no later than April 8, 2020. Interested individuals
are encouraged to attend this Public Hearing. The meeting site is accessible to the handicapped. Requests for special
accommodations may be directed at 305-416-2080 no later than three (3) business days prior to the public hearing date.

Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens
with reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In
addition, the public is advised of the proposed new allocation(s)/ amendment(s) to the funding of the City program(s) as
indicated below: * t t
9. Discuss and proposal resolution authorizing the allocation of Program Income from Home Investment Partnership
("HOME") program funds generated from October 1, 2019 to January 31, 2020 in the total amount of $167,724.69
and an amount of $30,000.00 of Recaptured funds.
2. Discuss and proposed resolution authorizing the allocation of program income from Community Development Block
Grant ("CDBG") funds generated from October 1, 2019 to January 31, 2020 in the amount of $120,626.08.
3. Discuss and proposal resolution authorizing the acceptance of Florida State Housing Opportunities for Persons with
Aids ("HOPWA") program funds for fiscal year 2020-2021, in an amount not to exceed $950,000.00 to be utilized from
July 1, 2020 to June 30, 2021 and an additional amount not to exceed $950,000.00 for fiscal year 2021-2022, to be
utilized from July 1, 2021 to June 30, 2022, for the purpose of implementing programs for people with HIV/AIDS that
help sustain and/or transition individuals and families to stable housing.
4. Discuss and proposal resolution authorizing the allocation of Florida State Housing Opportunities for Persons with
AIDS ("HOPWA") program fund for fiscal year 2020-2021, in an amount not to exceed $950,000.00 to be utilized from
July 1, 2020 to June 30, 2021 and an additional amount not to exceed $950,000.00 for fiscal year 2021-2022 to be
utilized from July 1, 2021 to June 30, 2022.
5. Discuss and proposal resolution accepting the Mainstream Voucher program funds, for fiscal year 2019-2020, in the
annual contribution amount of $432,159.00 from the United States Department of Housing and Urban Development
("HUD"); to provide permanent affordable housing assistance to non -elderly person(s) with disabilities and/or formerly
homeless individuals.
* The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding
recommendation(s)/ amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action
Plan.

recommendation(s)/amendment(s) will be presented to City Commission for approval on Thursday, April 9, 2020
