Subject: Allocate Funds - Florida International University
Purpose of Item:
A Resolution of the Miami City Commission, with attachments, authorizing the City
Manager to execute an agreement, in substantially the attached form, for the allocation
of grant funds awarded from the FY 19 BJA Smart Policing Initiative, to Florida
International University in an amount not to exceed $296,618.00 over a three-year
period for reimbursement of services to provide research support, assist in the
development of the Miami Real Time Crime Center (MRTCC) Violence Response
Initiative, and to give support to existing analysts-, further authorizing the City Manager
to designate the Chief of Police to execute any other necessary documents in order to
maintain the initiative.
Background of Item:
Pursuant to Resolution No. 19-0450, adopted November 21, 2019, the City Commission
accepted a grant award from the United States Department of Justice, Office of Justice
Programs, Bureau of Justice Assistance, in the amount of $700,000.00, to be dispersed
over a period of three (3) years, to fund technology acquisition, training and other
associated costs, which includes the contract service of an experienced research
partner, who will create a plan, formulate pro -active approaches to address specific
crime patterns, and develop predictive models for crime prevention and a research
assistant to process and measure the crime analysis and crime prevention data.
The implementation of the MRTCC initiative is a cooperative effort to reduce gun
violence in the City and to evaluate the effectiveness of the MRTCC as a means to
improve responses to violent crime.
The Florida International University, Department of Criminal Justice, within the School of
International & Public Affairs, is in partnership with the City's police department and has
identified an associate professor who is an expert on crime analysis and prevention,
problem -oriented policing and program evaluation.
Pursuant to Section 18-112 of the Code, the City Administration recommends the
allocation of grant funds in an amount not to exceed $296,618.00 over a three-year
period, from the BJA 19 Smart Policing Initiative grant award, to Florida International
University for the services of an experienced senior researcher-, as well, as a researcher
to improve the police department's ability to make force deployment decisions and
increase crime clearance rates for the safety of residents, businesses and visitors within
the City.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute an agreement, in substantially
the attached form, for the allocation of funds in an amount not to exceed $296,618.00 over a
three-year period from funds awarded from the BJA 19 Smart Policing Initiative grant to FIU for
professional services to provide personnel qualified to create a plan, formulate pro -active
approaches to address specific crime patterns aimed to assist MPD in making force deployment
decisions, and increase crime clearance rates.
Section 3. The City Manager is further authorized' to designate the Chief of Police to
execute any and all other necessary documents for the purposes stated herein.
Section 4. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
