HomeMy WebLinkAboutR-20-0095City of Miami q Legislation Resolution: R-20-0095 File Number: 7264 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 4/9/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR THE ALLOCATION OF GRANT FUNDS AWARDED FROM THE FISCAL YEAR 19 UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE ADMINISTRATION SMART POLICING INITIATIVE TO FLORIDA INTERNATIONAL UNIVERSITY IN AN AMOUNT NOT TO EXCEED $296,618.00 OVER A THREE-YEAR PERIOD FOR REIMBURSEMENT OF SERVICES TO PROVIDE RESEARCH SUPPORT, ASSIST IN THE DEVELOPMENT OF THE MIAMI REAL TIME CRIME CENTER ("MRTCC") VIOLENCE RESPONSE INITIATIVE, AND TO GIVE SUPPORT TO EXISTING ANALYSTS; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE TO EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS IN ORDER TO MAINTAIN THE INITIATIVE. WHEREAS, pursuant to Resolution No. 19-0450 adopted November 21, 2019, the City Commission accepted a grant award from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in the amount of $700,000.00 to be dispersed over a period of three (3) years to fund technology acquisition, training, and other associated costs, which includes the contract service of an experienced research partner who will create a plan, formulate pro -active approaches to address specific crime patterns, and develop predictive models for crime prevention and a research assistant to process and measure the crime analysis and crime prevention data ("BJA 19 Smart Policing Initiative"); and WHEREAS, the implementation of the Miami Real Time Crime Center ("MRTCC") Violence Response Initiative is a cooperative effort to reduce gun violence in the City of Miami ("City") and to evaluate the effectiveness of the MRTCC as a means to improve responses to violent crime; and WHEREAS, the Florida International University, Department of Criminal Justice within the School of International & Public Affairs (TIU") is a partner with the Miami Police Department ("MPD") and has identified an associate professor who is an expert on crime analysis and prevention, problem -oriented policing, and program evaluation; and WHEREAS, pursuant to Section 18-112 of the Code of the City of Miami, Florida, as amended, the City's Administration recommends the allocation of grant funds in an amount not to exceed $296,618.00 over a three-year period from the BJA 19 Smart Policing Initiative grant award to FIU for the contract service of an experienced senior researcher and a researcher to improve MPD's ability to make force deployment decisions and increase crime clearance rates for the safety of residents, businesses, and visitors within the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 7264 (Revision:) Printed On: 4/22/2020 File ID: 7264 Enactment Number: R-20-0095 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to execute an agreement, in substantially the attached form, for the allocation of funds in an amount not to exceed $296,618.00 over a three-year period from funds awarded from the BJA 19 Smart Policing Initiative grant to FIU for professional services to provide personnel qualified to create a plan, formulate pro -active approaches to address specific crime patterns aimed to assist MPD in making force deployment decisions, and increase crime clearance rates. Section 3. The City Manager is further authorized' to designate the Chief of Police to execute any and all other necessary documents for the purposes stated herein. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i ria i . ndez, City Attor ey 3/16/2020 ' The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
