A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
SUPPORTING THE POSITION OF THE MIAMI-DADE COUNTY LEGISLATIVE
DELEGATION ('DELEGATION") THAT THE STATE OF FLORIDA AND ALL
APPLICABLE LEGISLATIVE AND EXECUTIVE OFFICIALS TAKE ANY AND
ALL MEASURES TO ALLOW APPLICANTS TO APPLY FOR REEMPLOYMENT
BENEFITS RETROACTIVE TO THE DATE THE APPLICANT LOST HIS/HER
JOB FOLLOWING THE DECLARATION OF A STATE OF EMERGENCY BY
THE FLORIDA GOVERNOR DUE TO THE 2019 NOVEL CORONAVRIUS;
FURTHER SUPPORTING ALL REEMPLOYMENT MEASURES
RECOMMENDED BY THE DELEGATION IN ITS LETTER DATED APRIL 7,
2020 TO FLORIDA GOVERNOR RON DESANTIS.

WHEREAS, Florida Governor Ron DeSantis declared a State of Emergency on March 9,
2020 in the State of Florida ("State") due to appearance of the silent enemy identified as the
2019 NOVEL Coronavirus ("COVID-19"); and
WHEREAS, it is common knowledge that COVID-19 has decimated the State's economy
including, without limitation, the commercial, hospitality, service, restaurant, bar, sales, and
manufacturing sectors and trades; and
WHEREAS, thousands of Floridians, including many who are heads of households,
have lost their jobs or have been furloughed due to Covid-19; and
WHEREAS, the City of Miami ("City") is also in a declared state of emergency as of
March 12, 2020 due to COVID-19; and
WHEREAS, the World Health Organization has declared COVID-19 a pandemic; and
WHEREAS, it is in the best interest of the public's health, safety, and welfare, as well as
in the best interest of the residents of the State and the City, to support the relaxation of
reemployment requirements which normally exist in the State's Reemployment System due to
COVID-19 and to try to bring needed economic relief to eligible State reemployment applicants
who lost their jobs due to COVID-19; and
WHEREAS, the Miami City Commission takes notice of the April 7, 2020 letter from the
Miami -Dade County Legislative Delegation ("Delegation") to Florida Governor Ron DeSantis,
attached and incorporated as Exhibit "A", and fully supports all measures recommended by the
Delegation to alleviate the normal constraints and requirements for state Reemployment
Benefits; and

WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission supports the measures recommended by the
Delegation as set forth in its April 7, 2020 letter to Governor Ron DeSantis, attached and
incorporated as Exhibit "A", including, most notably, that eligible State applicants who apply for
reemployment benefits be allowed to do so retroactively to the date his/her job was lost up to
and including March 9, 2020, the date that Governor Ron DeSantis declared a State of
Emergency due to COVID-19.
Section 3. The City Clerk is directed to transmit copies of this Resolution to Governor
Ron DeSantis, the Speaker of the Florida House, the President of the Florida Senate, the
members of the Delegation, and the Mayor of Miami -Dade County.
Section 4. This Resolution shall become effective immediately upon its adoption.
