HomeMy WebLinkAboutR-20-0085City of Miami q Legislation Resolution: R-20-0085 File Number: 7313 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 3/12/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION ENCOURAGING THE RESIDENTS AND VISITORS OF THE GREATER MIAMI AREA TO TAKE PREVENTATIVE ACTIONS RECOMMENDED BY THE CENTERS FOR DISEASE CONTROL AND PREVENTION AND THE WORLD HEALTH ORGANIZATION TO HELP PREVENT THE SPREAD OF RESPIRATORY DISEASES INCLUDING THE CORONAVIRUS DISEASE 2019. WHEREAS, it has been widely reported that there is an outbreak of respiratory disease caused by a novel (new) coronavirus that was first detected in China and which has now been detected in almost ninety (90) locations internationally, including in the United States; and WHEREAS, the virus has been named "SARS-CoV-2" and the disease it causes has been named "Coronavirus Disease 2019" ("COVID-19"); and WHEREAS, there is presently no vaccine to prevent COVID-19; and WHEREAS, there are approximately 1,320 confirmed cases of COVID-19 in the United States of which there are 31 cases in Florida; and WHEREAS, the reported illnesses in the United States have ranged from mild symptoms to severe illness and death for COVID-19 cases; and WHEREAS the following COVID-19 symptoms may appear 2-14 days after a person has been exposed to the virus: • Fever • Cough • Shortness of breath; and WHEREAS, the best way to prevent illness is to avoid being exposed to the virus; and WHEREAS, the Centers for Disease Control and Prevention ("CDC") recommends everyday preventive actions to help prevent the spread of respiratory diseases including the COVID-19; and WHEREAS, the CDC's preventative measures include, but are not limited to: • Avoid close contact with people who are sick. • Avoid touching your eyes, nose, and mouth. • Stay home when you are sick. • Cover your cough or sneeze with a tissue, then throw the tissue in the trash. • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe. City of Miami Page 1 of 3 File ID: 7313 (Revision:) Printed On: 3/19/2020 File ID: 7313 Enactment Number: R-20-0085 Follow CDC's recommendations for using a facemask. o CDC does not recommend that people who are well wear a facemask to protect themselves from respiratory diseases, including COVID-19. o Facemasks should be used by people who show symptoms of COVID-19 to help prevent the spread of the disease to others. The use of facemasks is also crucial for health workers and people who are taking care of someone in close settings (at home or in a health care facility). Wash your hands often with soap and water for at least twenty (20) seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use an alcohol -based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty. Practice social distancing of at least 2 meters (approximately 6 feet) if you are experiencing symptoms associated with COVID-19 or have traveled to locations known to have widespread, ongoing transmission of COVID-19; and WHEREAS, the World Health Organization ("WHO") has similarly prescribed basic protective measures against COVID-19, including: • Staying aware of the latest information on the COVID-19 outbreak available through your national and local public health authority and on the WHO website. • Regularly and thoroughly cleaning your hands with an alcohol -based hand rub or washing them with soap and water. • You should also wash your hands after: o Coughing or sneezing. o Before, during, and after you prepare food. o Before eating. o After toilet use. o When hands are visibly dirty. • Maintaining social distancing by maintaining at least 3 feet distance between yourself and anyone who is coughing or sneezing because when someone coughs or sneezes, they spray small liquid droplets from their nose or mouth which may contain viruses. If you are too close, you can breathe in the droplets, including the COVID-19 virus, if the person coughing has the disease. • Avoid touching eyes, nose, and mouth. Your hands touch many surfaces and can pick up viruses. Once contaminated, your hands can transfer the virus to your eyes, nose, or mouth. From there, the virus can enter your body and can make you sick. • Make sure you and the people around you follow good respiratory hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately; and WHEREAS, CDC and WHO social distancing recommendations are a departure from the warm hospitality and affectionate greetings that are part of the City of Miami's ("City") culture; and WHEREAS, accordingly, the City encourages its residents and visitors to consider greeting one another with elbow bumps or similar gestures as a substitute for the handshakes and kisses that are customary within our Community until such time as COVID-19 no longer poses a widespread risk of transmission; and City of Miami Page 2 of 3 File ID: 7313 (Revision:) Printed on: 3/19/2020 File ID: 7313 Enactment Number: R-20-0085 WHEREAS, the City encourages the residents of and visitors to the Greater Miami Area to follow the preventative measures recommended by the CDC and the WHO; and WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida, as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby encourages all residents of and visitors to the Greater Miami Area to take the personal preventative actions recommended by the CDC and the WHO to help prevent the spread of respiratory diseases including the COVID-19. Section 3. This Resolution shall become effective immediately upon its adoption.
