A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE EXTENSION OF THE MOTORIZED SCOOTER PILOT PROGRAM
FOR AN ADDITIONAL TWO (2) MONTHS, FROM FEBRUARY 15, 2020 TO APRIL 15,
2020, THEREBY PROVIDING THE CITY OF MIAMI THE TIME NECESSARY FOR A
COMPETITIVE SEALED SOLICITATION PROCESS FOR THE ESTABLISHMENT OF
A PERMANENT MOTORIZED SCOOTER PROGRAM; FURTHER APPROVING THE
ISSUANCE OF SAID COMPETITIVE SEALED SOLICITATION, ATTACHED AND
INCORPORATED, WITH CONSIDERATION FOR AWARD OF THE SAME TO BE SET
FOR A FUTURE COMMISSION MEETING PRIOR TO CONCLUSION OF THE
EXTENSION ESTABLISHED HEREIN.

FOR AN ADDITIONAL TWO (2) MONTHS, FROM FEBRUARY 15, 2020 TO APRIL 15,
2020, THEREBY PROVIDING THE CITY OF MIAMI THE TIME NECESSARY FOR A
COMPETITIVE SEALED SOLICITATION PROCESS FOR THE ESTABLISHMENT OF
A PERMANENT MOTORIZED SCOOTER PROGRAM; FURTHER APPROVING THE
ISSUANCE OF SAID COMPETITIVE SEALED SOLICITATION, ATTACHED AND
INCORPORATED, WITH CONSIDERATION FOR AWARD OF THE SAME TO BE SET
FOR A FUTURE COMMISSION MEETING PRIOR TO CONCLUSION OF THE
EXTENSION ESTABLISHED HEREIN.
WHEREAS, pursuant to Ordinance No. 13795 adopted on October 11, 2018, the City
Commission established a Motorized Scooter Pilot Program ("Pilot Program") within City of
Miami ("City") Commission District 2 for a period of six (6) months from October 1, 2018 to April
1, 2019; and
WHEREAS, due to permitting, information technology, technical, and other issues, the
roll-out for the Pilot Program commenced April 1, 2019 with an expiration six (6) months
thereafter on October 1, 2019; and
WHEREAS, pursuant to Ordinance No.13862 adopted on September 26, 2019 and
Resolution No. 19-0520 adopted December 12, 2019, the Pilot Program was extended to
February 14, 2020; and
WHEREAS, several vendors are currently participating in the Pilot Program and an
additional two (2) months would provide the City's Administration the time necessary for a
thorough and competitive sealed solicitation process, such as a Request for Proposals or a
Request for Qualifications, for the establishment of a permanent Motorized Scooter Program
("Permanent Program"); and
WHEREAS, pursuant to Section 2-33(c)(9) of the Code of the City of Miami, Florida, as
amended ("City Code"), the City Commission may create pilot programs within the City for a
limited period of time not to exceed one (1) year with a possible extension for an additional one
(1) year period; and
WHEREAS, pursuant to Section 8-19 of the City Code, any further extension of this Pilot
Program may be approved by Resolution subject to the provisions of Section 2-33(c)(9) of the
City Code; and
WHEREAS, in order to enhance the quality of life for the City's residents and for their
public health, safety, and general welfare, it is in the City's best interest to extend the Pilot
Program for an additional two (2) months and to further authorize the issuance of a competitive
sealed solicitation process, attached and incorporated as Exhibit "A", once reviewed and
approved by the City Commission for establishment of a Permanent Program;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The extension of the Pilot Program for an additional two (2) months, from
February 15, 2020 to April 15, 2020, thereby providing the City's Administration the time
necessary for a competitive sealed solicitation process for the establishment of a Permanent
Program is hereby approved.
Section 3. The issuance of said competitive sealed solicitation, attached and
incorporated as Exhibit "A", with consideration for award of the same to be set for future
consideration by the City Commission prior to conclusion of the extension established herein is
approved.
Section 4. This Resolution shall become effective immediately upon its adoption.
