Management Technologies, Inc., creator of the
Scavenger 2000 Water Decontamination Vessel

Market Research was conducted to determine whether Water Management Technologies, Inc. ("WTM")
a local vendor, located at 10400 NW 33rd Street, Miami, Florida 33172 is the sole source designer and
operator of the Scavenger 2000 Water Decontamination Vessel ("Scavenger 2000") for the Department
of Resilience and Public Works ("Public Works").
In December 2016, pursuant to Resolution 16-0516, the City entered into an agreement, for three (3)
years, with WTM to provide water decontamination services in the City waterways utilizing the
Scavenger 2000 vessel. This vessel is a surface trash collector that utilizes proprietary technology to
decontaminate and oxygenate the waterways it services. This method and technology has been
patented by WTM. Public Works desires to continue to utilize the technique to surface clean the
navigable waters within the City.
According to WMT, it is the sole source provider of this technique of decontaminating waterways, and is
also patent holder of the Scavenger 2000.
Accordingly, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, it is recommended that
the requirements for competitive bidding be waived, and these findings be approved: WMT, a local
vendor, located at 10400 NW 33 Id Street, Miami, Florida 33172, is the sole source designer, operator,
service provider and patent holder of the Scave ger 2000, and approving the purchase for Public
Works for an initial term ree (3) years vyith h
