Voted 8-0 in Support of Rezoning to T6-0
Section 2. The PZAB recommends that the City Commission approve the
request to amend the Zoning Atlas of Ordinance No. 13114, as amended, by changing
the zoning classification from ~T5-0," Urban Center Transect Zone -Open, to "T6-8-0,"
Urban Core Transect Zone - Open, for the property located at approximately 1628,
1632, and 1642 Southwest 7 Street, Miami, Florida, as described in "Exhibit A", with a
prohibition against the property accessing any public benefit bonus height or FLR as
established in the Miami 21 Code.

• No FLUM change is being requested. T6-8 O is consistent with Restricted Commercial
In addition, the rezoning would increase residential density along an established City of Miami Transit Corridor
where public transportation is existing at a location posing no negative or adverse effect on established

Zoning Change Criteria - [Zoning] change may be made only to the next Transect Zone or by Special Area
Plan, and in a manner which maintains the goals of this Miami 21 Code to preserve Neighborhoods and to
provide transition in intensity and Building Height.
"Even though the requested rezoning is proposed to the next intensity Transect Zone, the change does
not maintain the goals of Miami 21 to preserve Neighborhoods and to provide transitions in intensity and

• Planning Department analysis of SW 7 Street referenced in staff analysis appears to be an internal review; no
public studies published.
• T6-0 Rezoning will incentivize development of market rate/attainable mixed income developments along
• areas already commercially zoned along Transit corridors.
• Recent studies* confirm that in Little Havana, 8 in 10 households are very low income and low -middle income.
These neighborhoods have high proportion of renters and below-average rent relative to the rest of the area.
"In these areas, creating and preserving affordable housing for low middle income families remains feasible
and much needed"
• The only impact of rezoning in intensity of development (density and height)
Rezoning to T6 will maintain successional zoning and buffers This area is ideally suite for infill development.
Commercial uses are already permitted.
