A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
ACCEPTING THE PORTION OF THE CITY OF MIAMI'S ("CITY") AFFORDABLE
HOUSING MASTER PLAN ("PLAN") TITLED "THE NEEDS ASSESSMENT &
TECHNICAL COMPENDIUM", AS MORE PARTICULARLY SPECIFIED IN EXHIBIT
"A," ATTACHED AND INCORPORATED ("STUDY"), SUBJECT TO FLORIDA
INTERNATIONAL UNIVERSITY, JORGE M. PEREZ, METROPOLITAN CENTER (1)
SHARING ITS DOCUMENTATION ON WHICH THE STUDY WAS BASED AND (11)
EXPLAINING ITS METHODOLOGY IN OBTAINING AND CALCULATING THE DATA
FOUND IN THE STUDY, INCLUDING BUT NOT LIMITED TO THE METHODOLOGY
USED TO DETERMINE THE NEEDS, ESTIMATES, AND PROJECTIONS FOUND IN
THE STUDY REGARDING THE CITY AND DISTRICT -SPECIFIC DATA; DIRECTING
THE CITY MANAGER TO ANALYZE THE FEASIBILITY OF ANY AND ALL
RECOMMENDATIONS FOUND IN THE REMAINING PORTION OF THE PLAN, AS
MORE PARTICULARLY SPECIFIED IN EXHIBIT "B," ATTACHED AND
INCORPORATED ("STRATEGY"); FURTHER DIRECTING THE CITY MANAGER TO
ESTABLISH ONE (1) OR MORE WORKSHOPS WHERE THE FEASIBILITY OF THE
RECOMMENDATIONS SHALL BE PRESENTED TO AND DISCUSSED BY THE CITY
COMMISSION AS WELL AS EXPERTS FROM THE AFFORDABLE HOUSING
INDUSTRY AND WHEREBY THE WORKSHOPS SHALL INCLUDE A DETAILED
ANALYSIS THAT ILLUSTRATES HOW THE HOUSING FINANCE CORPORATION
MODEL, AS DESCRIBED IN THE STRATEGY, HAS WORKED IN OTHER MAJOR
CITIES IN THE UNITED STATES.
WHEREAS, on July 26, 2018, pursuant to Resolution No. 18-0313, the City of Miami
("City") approved an agreement with Florida International University's Metropolitan Center (TIU
MMC") for the preparation of the City's Affordable Housing Master Plan ("Plan") to address the
City's housing affordability issues; and
WHEREAS, the purpose of the Plan is to align resources, ensure a unified strategic
direction, and facilitate community partnerships to achieve a shared vision of housing
affordability; and
WHEREAS, FIU MMC has submitted the Plan to the City Commission in two (2)
portions: the Needs Assessment and Technical Compendium, as more particularly described in
Exhibit 'A" attached and incorporated ("Study"), and the second portion of the Plan, as more
particularly described in Exhibit "B," attached and incorporated ("Strategy");
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby accepts the Study, subject to FIU MMC (i)
sharing its documentation on which the Study was based and (ii) explaining its methodology in
obtaining and calculating the data found in the Study, including but not limited to the
methodology used to determine the needs, estimates, and projections found in the Study
regarding the City and the district -specific data.
Section 3. The City Commission hereby directs the City Manager to analyze the
feasibility of any and all recommendations found in the Strategy.
Section 4. The City Commission further directs the City Manager to establish one (1)
or more workshops where the feasibility of the recommendations shall be presented to and
discussed by the City Commission as well as experts from the affordable housing industry and
whereby the workshops shall include a detailed analysis that illustrates how the housing finance
corporation model, as described in the Strategy, has worked in other major cities in the United
States.
Section 5. This Resolution shall become effective immediately upon its adoption.
