BY ANDRES VIGLUCC1, AND NICHOLAS N EHAMAS
JUNE 14, 201S 07-00 AM
The single row of support struts, meanwhile, is precisely the kind of "neon -redundant" design T
Lire's specs sought to avoid. On the FIU bridge, the failure of a single strut could — and in fact, did
cause the entire span to fall because there was no backup support for it, the outside engineers

Morningside Civi Association
Tear Mayor Suarez and Commissioner Russell,
At last night's monthly meeting of the Morningside Civic Association, which was graciously
attended by Commissioner Russell* it was brought to our attention that the City Commission is
considering approval of a line -item expenditure of $ 00,000 for "Morningside Park Pool Design
and Permitting" as part of the first tranche of spending on capital improvement projects related to
the Miami Forever General Obligation Bond_ It was furthermore communicated that these monies
have been earrnwked for design of a new pool at a new location within Morningside Faris, and not
for renovation of the existing pool or a neer wool at its current location or taotpnnt. 'Phis
information came as a sunrise to the MCA Board.

Build pool in existing location — ( FFE elevation: + 8.6 NGVD — Flood Zone VE)
2017 Estimate: Renovate Bathhouse, Pool, Site (Replace pool deck, support $ 4, 908,156.00
infrastructure, perimeter CMU walls, Fence/Gates & Site
City of Miami Resiliency Goals:
Build to mitigate sea level rise and reduce flooding
Code Requirements: ( Substantial improvement/ 50% Rule/ FEMA)
Under the 50% FEMA Rule, if an improvement is "substantially damaged" or "substantially improved", it must be
brought into compliance with the flood damage prevention regulations, including elevating the building to or
above the 100 -year flood elevation
The Florida Building Code, Existing Building, defines a 'substantial improvement' as follows:
"For the purpose of determining compliance with the flood provisions of this code, any repair, alteration, addition or
improvement of a building or structure, the cost of which equals or exceeds 50 percent of the market value of the structure,
before the improvement or repair is started. If the structure has sustained substantial damage, any repairs are considered
substantial improvement regardless of the actual repair work performed. (FBC — 61h Edition 2017)
"In Coastal High Hazard Area ( Zone V, VE, or V1- V30), construction or substantial improvement of a building with a lowest
floor elevation below the BFE is not allowed, regardless of any floodproofing techniques employed."
(FEMA—Technical Bulletin 3-93)

who know best about how to build a pool on the water's
edge with the sea level rise issues that we have."
